We partnered with the IDB to design and build a loan monitoring platform that is centralized, scalable, and high-performance, consolidating data from multiple operational systems and enabling faster, more informed decisions. By improving visibility, role-based access, and real-time information, the solution strengthens operational efficiency and supports confident, data-driven decision-making across the organization.

Executive Summary

The Inter-American Development Bank manages a large and complex portfolio of loans involving multiple stakeholders, workflows, and internal systems. Monitoring the status of these loans requires accurate, timely information and close coordination across teams. However, critical data was distributed across multiple operational sources, making it difficult to maintain a reliable and unified view of performance indicators and project status.

To address this challenge, we partnered with the IDB to design and build Smart Portfolio, a centralized digital platform for loan monitoring. By combining user-centered product design with full-cycle enterprise software development, we created a solution capable of consolidating data from multiple sources, ensuring performance, accuracy, and scalability. Built on a cloud-based architecture using .NET, SQL Server, Azure services, and a React front end, the platform provides structured, real-time insights that enable more informed, data-driven decision-making across the organization, and continues to be used and evolved within the Bank today.

The Challenge: Bringing clarity and visibility to complex loan processes for better decision-making

Managing loans at the Inter-American Development Bank involves far more than tracking financial transactions. Each loan is part of a complex lifecycle that includes negotiations, project milestones, reporting requirements, and coordination across multiple departments. Monitoring this ecosystem required visibility over key performance indicators, each dependent on data from multiple operational systems within the Bank.

However, the information needed to track these processes was distributed across disconnected tools and data sources. This fragmentation made it difficult to maintain a reliable and unified view of loan performance, increasing operational friction and limiting teams’ ability to anticipate risks before they became critical.

The challenge was both organizational and technical. Indicators needed to ensure data accuracy, consistency, and high performance, despite consolidating large volumes of structured financial data. Users required role-based access and dynamic filtering capabilities, as well as the ability to generate reports aligned with institutional standards. Any delay, inconsistency, or lack of clarity would directly impact decision-making and institutional trust.

The goal was not simply to centralize information, but to create a high-performance and scalable loan monitoring platform that could integrate seamlessly into the Bank’s infrastructure while encouraging long-term adoption across teams.

The Solution: A centralized and scalable platform for monitoring and managing complex loan processes

To address these challenges, we partnered with the IDB to design and build Smart Portfolio, a centralized digital platform for loan monitoring engineered to consolidate operational data, visualize key indicators, and support proactive management across the entire lifecycle.

The solution was shaped through an in-depth research and discovery process, including stakeholder interviews and workflow analysis to understand how different roles interacted with loan data and how indicators influenced decision-making. These insights informed a user-centered product design approach focused on clarity, prioritization, and role-based visibility.

At the core of the platform is a flexible indicator engine capable of aggregating data from multiple enterprise systems. Built using .NET and SQL Server, with a React-based front end, and deployed on Microsoft Azure, the architecture was designed for enterprise scalability and performance optimization from the outset. We implemented database optimizations and conducted load testing to ensure fast response times even when handling large volumes of structured financial data.

Azure services, including App Services, Azure SQL, Storage, CDN, and Azure Data Factory, enabled secure data integration and real-time data processing, ensuring reliability and high availability. Integration with the Bank’s directory allowed automatic authentication and dynamic role-based access control, adapting dashboards and indicators to each user profile.

Throughout development, we conducted iterative usability testing and stakeholder validation, refining workflows and interfaces based on real user feedback. The platform was initially delivered as a minimum viable product (MVP), enabling early validation, controlled scalability, and progressive feature expansion.

Over time, additional modules were incorporated, including automated reporting capabilities that generate editable Word and PowerPoint documents, early warning alerts, and supervision planning tools. Today, Smart Portfolio remains in active use within the Bank and has been adopted by an internal team for continued evolution, demonstrating its long-term scalability, architectural robustness, and sustained institutional adoption.

Smart Portfolio transformed how loan information is accessed, consolidated, and acted upon within the organization. By centralizing operational data into a single source of truth, teams gained greater visibility into key indicators, project status, and emerging risks, reducing reliance on manual tracking and fragmented tools.

The platform’s focus on data accuracy, performance optimization, and real-time visibility strengthened institutional trust in the information being used for decision-making. Optimized database architecture, load testing, and scalable cloud infrastructure ensured fast response times even when handling large volumes of financial data and multiple concurrent users.

Beyond operational improvements, the project achieved meaningful organizational adoption and continuity. After several years of iterative development and expansion, Smart Portfolio became an integral part of the Bank’s internal ecosystem and was transitioned to an internal team for ongoing maintenance and evolution, demonstrating its architectural robustness, scalability, and long-term strategic value.

By combining research-driven design, MVP validation, and enterprise-grade engineering, the platform established a sustainable foundation for ongoing enhancement, enabling the IDB to continuously strengthen its loan monitoring capabilities without compromising reliability or performance.
